『歐付寶電子支付股份有限公司』 實收資本額 726,408,000元,為目前台灣電子支付業者中從事金流支付產業時間最久、專業專營最具規模之開放性電子支付平台,並取得金融監督管理委員會及中央銀行有關與境外機構合作或協助境外機構於我國境內從事電子支付機構業務相關行為,業務內容包含提供客戶就跨境網路實質交易價金匯入或匯出之代理收付款項服務、提供收款方客戶就在臺無住所境外自然人於我國境內利用境外機構支付帳戶進行實體通路實質交易價金匯入之代理收付服務以及提供客戶或接受客戶委託就前二項服務所產生款項匯入或匯出,辦理結匯及外幣匯款服務。
逐步推出整合系統,並擁有台灣目前唯一金管會核可之電子支付跨業儲值帳戶。金流方面已與聯合信用卡處理中心、臺灣銀行、第一銀行、華南銀行、台北富邦、國泰世華、玉山銀行、台新銀行、中國信託……等多家銀行合作(以銀行代碼排序),共同推展信頼之電子支付交易履約保證平台。

金融監督管理委員會(以下簡稱金管會)於2016年3月30日核准台灣第三方支付股份有限公司申請專營電子支付機構業務許可,該公司係第5家經金管會許可之專營電子支付機構。
金管會表示,依「電子支付機構管理條例」第10條第1項規定,經營專營電子支付機構業務者,應檢具相關文件向主管機關申請許可。台灣第三方支付股份有限公司依前揭規定檢具相關文件申請專營電子支付機構業務,金管會經洽會中央銀行意見後,審核通過該公司申請案,台灣第三方支付股份有限公司未來得經營之業務項目包括代理收付實質交易款項、收受儲值款項及電子支付帳戶間款項移轉。
台灣第三方支付股份有限公司實收資本額為新臺幣5.3億元,主要股東為藍新科技股份有限公司(持股比例76.42%)及 全達國際股份有限公司(持股比例23.58%)。
金管會表示,專營電子支付機構依「電子支付機構管理條例」規定,應導入使用者身分確認、支付款項交付信託或銀行履約保證等機制,可為民眾提供更多元、便利及安全之電子支付工具,進而建立安全、便利及信賴的金流支付環境。隨著專營電子支付機構及兼營電子支付機構支付服務之普及運用,對於促進我國電子支付產業及電子商務發展均有正面助益。
